My favorite is Wordpress, either free or self hosted. Most elite bloggers use Wordpress. If you really want to be successful and possibly make a little money I would suggest you go the self hosted route. But if you just want to do it for fun, free is perfectly fine.
If you want to be a successful blogger, my tips to you are:
1. Treat your blog like a business, but also have fun with it.
2. Learn as much about all the aspects of SEO as you can because they apply to blogs as well.
3. Realize that building up a substantial audience can take time so be patient.
4. Always post original content. Content that readers will find valuable.

You didn't mention if you want to make money with this blog, to enhance/supplement a current business, or if it is just for fun.

I think it depends on what kind of blog you would like to do. It is educational, personal etc. My advice would be to start posting at message boards and information people about it, maybe even some YouTube videos. Also send out MySpace and Facebook alerts.
